Trainer Bio

Bruce is Holiday and Travel Law Lead Officer for CTSI and is regularly involved in delivering training and offering guidance to trading standards colleagues and the holiday industry. Bruce has been heavily involved with developments in the holiday industry, liaising with the Department for Business and Trade, the Department for Transport, the Civil Aviation Authority and ABTA regarding potential law changes.

Course Programme

The course will provide detail regarding the laws relating to holidays and travel, specifically current problems with the 2018 PTRs. This will include the Department for Business and Trade’s (DBT’s), 2018 PTR’s consultation, which closed in December 2023.

The session will highlight how DBT, whilst seeking views on the law to ensure the Regulations strike the right balance between consumer protections and business freedoms, suggests possible changes which will affect all consumers, business, and enforcement but not all in a positive way. The training will highlight the latest DBT ideas, and will include practical ideas for enforcement, including how the DMCC Bill could provide positive help.Programme

• Challenges with the laws relating to holidays and travel and the important elements you need to consider.
• Background on the PTRs, and will it cover all sizes of Tour Operators, accommodation providers and guided tour operations?
• There are exemptions for some holidays and travel in the law, which I'll highlight and some "travel services" which need explaining.
• Linked Travel Arrangements and how they differ from package holidays.
• Highlight the DBTs unusual ideas in their consultation and what it means for business.
• Insolvency Protection is a major element of the PTRs and some changes have been made which I'll explain.
• Online Travel Agents (OTAs) booking holidays via an app, as well as Facebook, Instagram and Twitter liability.
• Clarify Package holiday offences in the Regulations and provide examples of Trading Standards action we've taken.

Trainer Bio

Eamonn was a Trading Standards Officer with Cumbria Trading Standards from 1986 to 2014 and is an experienced trainer in food standards. He was also the Lead Officer Food with Cumbria Trading Standards from 1999 to 2014.

Eamonn has sat on national food panels including the LACOTS Food Standards Group, which he chaired from 2006 to 2010. He was also the Food Standards Trainer, Food Written and Food Oral examiner for CTSI under the Trading Standards Qualification Framework (TSQF). He continues to be the CTSI Food Standards trainer for the new CPCF qualification framework. In his role as a Trading Standards Officer and more latterly as a Team Leader, Eamonn has provided training on a range of Trading Standards functions, both to colleagues and to other authorities.

In 2014, he decided to leave Trading Standards to set up his own training and consultancy business, Horizon Consultancies Ltd. He has subsequently provided food standards training across the UK, including Local Authorities, Trading Standards branches and to the Food Standards Agency (FSA) in England, Scotland and Northern Ireland. Eamonn's training is structured to combine a detailed knowledge of food standards enforcement together with a wealth of practical enforcement experience.

Course Programme

The session will be suitable for Trading Standards staff who need an introduction to food standards offences and also for those who simply want a refresher.

This course will cover the types of foods and related intervention & enforcement issues which may be associated with a range of retail premises.

It will focus on premises inlcuding butchers, licenced premises, bakers, fishmongers & catering establishments including takeaways / kebab shops.

It will discuss the potential issues of labelling, composition and claims found at each type of premises and sugges proportional enforcement actions in cases of non-compliance.

NOTE: Delegates are also invited to bring examples of non-compliances they may have come across, to discuss during the training, if they so wish.
